Prospects for the Development of the State Apparatus of the Republic of Artsakh within the Federative Armenian State with a Bicameral Legislative Body

For millennia Armenians as a political nation have been distinguished by their policy of creating their own center not adapting and resisting the intentions of forced provincialization of Armenia by external poles of influence. In this regard within the framework of the development of Armenian statehood it is important to build a forward-looking strategy for the future which will allow the state apparatus to pursue a competent policy and make the right tactical decisions. Taking this into account it is proposed to introduce a federative form of state structure in Armenia modernizing both the administrative-territorial structure and the model of governing the country. This will give new opportunities to the Armenian civilization improving pluralistic state systems not only to respond equally to the challenges of the new generation but also if necessary to initiate challenges in its national interests.
