The history of human development shows that a society with a high level of identity strives for self-governance. An individual being aware of himself tries to answer questions about his own uniqueness by identifying himself with this or that civilization. According to the American scientist S. Huntington, after the collapse of the Soviet Union, the world politics of the “Cold War” period radically changed the vector of its development. To form their own interests, nations tried to realize the specifics of their own existence and anthropological differences. As a result, the modernization of interests orientation to ethno-cultural values plays an important role in the qualitative development of political systems and democratic institutions.
